AMRUT Scheme Guidelines - Summary

Ensuring basic services like water supply, sewerage, and urban transport for households, while enhancing amenities in cities to improve the quality of life for everyone, especially the poor and disadvantaged, is a vital focus of the AMRUT Scheme. According to the High Powered Expert Committee (HPEC) in 2011, a comprehensive estimate indicated that a whopping Rs. 39.2 lakh crore is required to boost urban infrastructure over 20 years, based on 2009-10 prices. This includes Rs. 17.3 lakh crore allocated for urban roads and Rs. 8 lakh crore aimed at essential services like water supply, sewerage, solid waste management, and stormwater drainage. Additionally, the estimated need for Operation and Maintenance (O&M) is Rs. 19.9 lakh crore.

Key Focus Areas of the AMRUT Scheme

The Mission will concentrate on several important areas:

  • Water supply,
  • Sewerage facilities and septage management,
  • Stormwater drains to minimize flooding,
  • Facilities for pedestrian, non-motorized, and public transport, including parking spaces, and
  • Improving the amenity value of cities by creating and upgrading green spaces, parks, and recreation centers, particularly for children.

Coverage of the AMRUT Scheme

Under the AMRUT Scheme, five hundred cities will be included. The specific list of these cities will be shared at a later date. The cities eligible for the AMRUT coverage are:

  • All Cities and Towns with a population over one lakh that have notified Municipalities, including Civilian areas in Cantonment Boards,
  • All Capital Cities/Towns of States/UTs that are not included in the above category,
  • All Cities/Towns classified as Heritage Cities by the Ministry of Urban Development under the HRIDAY Scheme,
  • Thirteen Cities and Towns located along the main rivers with a population between 75,000 and one lakh, and
  • Ten Cities from hill states, islands, and popular tourist spots (limited to one from each State).
