AMRUT Scheme Guidelines - Summary
Understanding the AMRUT Scheme Guidelines is essential for enhancing urban quality of life in India. This scheme aims to provide critical services like water supply, sewerage, and urban transport to households while improving amenities in cities, particularly for the poor and disadvantaged. In 2011, the High Powered Expert Committee (HPEC) estimated that a whopping Rs. 39.2 lakh crore is needed over a 20-year period, based on 2009-10 prices, to develop urban infrastructure. This includes Rs. 17.3 lakh crore allocated for urban roads and Rs. 8 lakh crore for essential services such as water supply, sewerage, solid waste management, and stormwater drains. Additionally, the expenditure for Operation and Maintenance (O&M) has been estimated separately at Rs. 19.9 lakh crore.
Key Focus Areas of the AMRUT Mission
The AMRUT Mission will prioritize the following thrust areas:
- Water supply,
- Sewerage facilities and septage management,
- Stormwater drains to reduce flooding,
- Pedestrian, non-motorized, and public transport facilities, parking spaces, and
- Enhancing the amenity value of cities by creating and upgrading green spaces, parks, and recreation centers, especially for children.
Coverage Under the AMRUT Scheme
The AMRUT scheme will cover five hundred cities, with the list of cities to be announced at the appropriate time. The cities that are eligible for AMRUT include:
- All cities and towns with a population of over one lakh and notified Municipalities, including Cantonment Boards (Civilian areas),
- All capital cities/towns of states and UTs not covered earlier,
- All cities/towns classified as Heritage Cities by the MoUD under the HRIDAY Scheme,
- Thirteen cities and towns situated along major rivers with a population over 75,000 and less than one lakh, and
- Ten cities from hill states, islands, and tourist destinations (not more than one from each state).
