Key Features of the Unlock 2 Guidelines
- Domestic flights and passenger trains are now operational in a limited capacity, with plans for gradual expansion of services.
- The night curfew has been revised to run from 10.00 pm to 5.00 am, allowing more flexibility for industries to operate across multiple shifts and enabling smoother movement on highways.
- Shops can now allow more than 5 customers at a time based on their size, provided they follow strict physical distancing rules.
- Training institutions under the Central and State Governments will reopen on July 15, 2020, with Standard Operating Procedures (SOPs) issued by the Department of Personnel and Training, Government of India.
- Schools, colleges, and coaching centres will remain closed until July 31, 2020, as discussed with States and UTs.
- International air travel for passengers is allowed under the Vande Bharat mission, with further openings being managed carefully.
- Activities permitted outside containment zones include:
- Metro Rail services.
- Cinema halls, gyms, swimming pools, amusement parks, theatres, bars, auditoriums, and large gatherings for social, political, sports, entertainment, academic, cultural, or religious events.
- Final dates for reopening these venues will be confirmed later, depending on the situation.
- Lockdown measures will continue in Containment Zones until July 31, 2020, with strict controls and only essential services allowed.
- States/UTs will publish details about Containment Zones on their websites, and this information will also be provided to the Ministry of Health & Family Welfare (MOHFW).
- State/UT authorities will rigorously monitor activities in Containment Zones to ensure compliance with the guidelines.
States’ Responsibilities for Activities Outside Containment Zones
- States and UTs have the authority to restrict certain activities outside Containment Zones based on their own assessments.
- There are no restrictions on the movement of people and goods across State and intra-State borders, meaning no separate permissions are needed for these movements.
Night Curfew Regulations
The night curfew continues from 10.00 pm to 5.00 am, with exceptions made for essential activities as listed in Unlock 2.
National Directives for COVID-19 Management
National Directives for managing COVID-19 will be implemented across the country to ensure social distancing. Shops need to maintain appropriate physical distance between customers, and the MHA will oversee these directives.
Protection for Vulnerable Individuals
Individuals who are vulnerable—such as those over 65 years of age, those with pre-existing health issues, pregnant women, and children under 10 years—are recommended to stay home except for essential needs or health-related matters.
