During the concluding session at the ‘Conclave on Transformational Reforms in Higher Education under the National Education Policy’, Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’ shared valuable insights via video conference. Also present were MoS, Education Shri Sanjay Dhotre, Secretary of the Department of Higher Education Shri Amit Khare, Chairman of UGC Shri D.P. Singh, and top officials from the Ministry and UGC. This significant event saw the launch of the UGC Guidelines, which aim to help Higher Education Institutions implement the Apprenticeship/Internship embedded Degree Programme.

Key Highlights of the UGC Guidelines

In his speech, the Union Minister highlighted the vision and expectations set forth by the Prime Minister. He urged higher educational institutions to hold webinars on the National Education Policy (NEP) within their faculties. The Minister praised the engaging discussions that took place during the session and suggested that the important lessons learned be compiled into a report. He emphasized that generating jobs and improving youth employability are top priorities for the Government, as outlined in the NEP 2020.

While introducing these UGC guidelines, Shri Pokhriyal pointed out that by 2030, India will have the largest working-age population globally. To take advantage of this demographic shift, enhancing the quality of education and ensuring its relevance to job markets is crucial. This requires a fresh and innovative approach to education that meets the changing demands of industries. The Minister reinforced that boosting employability among youth is essential, as reflected in the Union Budget of 2020-21, which has proposed the footsteps towards the Apprenticeship Embedded Degree Programme to increase employability for students in general streams.

Transforming Education with Apprenticeship and Internship

Shri Pokhriyal expressed that the UGC Guidelines for Higher Education Institutions will lead to a major shift in general stream degree programmes by incorporating direct support for employability into the curriculum. He mentioned that these guidelines give institutions the flexibility to include Apprenticeship/Internship in all undergraduate degree programmes, in accordance with UGC regulations stated in section 22 (3) of the UGC Act, 1956.

The first session of the Conclave focused on the theme “Holistic, Multidisciplinary and Futuristic Education,” led by Prof. D.P. Singh. Esteemed guest speakers, including Prof. M.K. Sridhar, a member of the NEP draft committee, Prof. Najma Akhtar, Vice-Chancellor of Jamia Millia Islamia, and Prof. E. Suresh Kumar, Vice-Chancellor of EFLU, shared their perspectives. They discussed the NEP consultation process and the fast-paced growth of knowledge in the 21st century, alongside the integration of humanities and arts with STEM and the significance of value-based education.

The discussions continued with the next session titled ‘Equitable Use of Technology for Better Reach in Education,’ featuring panellists such as Prof. Bhaskar Ramamurthi, Director of IIT Madras, Prof. Nageshwar Rao, Vice-Chancellor of IGNOU, and Dr. Mini Shaji Thomas, Director of NIT, Trichy. Prof. Anil Sahashrabudhe, Chairman of AICTE, moderated this segment. They illustrated how India can become a global leader in ICT by embracing technology to enhance higher education’s accessibility, focusing strongly on emerging disruptive technologies.
