The Tenth Five Year Plan, covering the period 2002-03 to 2006-07, represents but another step in the evolution of development planning in India. GDP growth in the post reforms period has improved from an average of about 5.7 percent in the 1980s to an average of about 6.1 percent in the Eighth and Ninth Plan periods, making India one of the ten fastest-growing countries in the world.
