Overview of the PM FME Scheme

Under this initiative, 2,00,000 micro food processing units will receive direct assistance through a credit-linked subsidy. The objectives of the scheme focus on building the capabilities of microenterprises in several key areas:
- Increased access to credit for existing micro food processing entrepreneurs, FPOs, Self Help Groups, and Co-operatives;
- Integration with an organized supply chain by enhancing branding & marketing;
- Support to transition existing 2,00,000 enterprises into the formal framework;
- Increased access to common services such as processing facilities, laboratories, storage, packaging, marketing, and incubation services;
- Strengthening institutions, research, and training in the food processing sector; and
- Improved access for enterprises to professional and technical support
The scheme has an ambitious outlay of Rs. 10,000 crore spanning five years, from 2020-21 to 2024-25. The financial distribution will be shared in a 60:40 ratio between the Central and State Governments. For North Eastern and Himalayan States, the sharing will be in a 90:10 ratio, while for Union Territories with a legislature, it will be 60:40, and the Central Government will cover 100% for other Union Territories.
The Scheme follows the One District One Product (ODOP) approach, which allows for economies of scale in areas like procurement of inputs, shared services, and product marketing. The ODOP framework will facilitate value chain development and align supporting infrastructure. It’s important to note that there can be multiple clusters of ODOP products within one district, and a cluster may even span adjacent districts within a State.
