Eligibility Criteria for PM Svanidhi Scheme
- Street vendors with an Identity card or Certificate of Vending issued by Urban Local Bodies (ULBs).
- Street vendors identified in the survey but who have not yet received the Certificate of Vending or Identity Card. They will receive a Provisional Certificate of Vending.
- Street vendors not included in the ULB-led identification survey, or those who began vending after the survey but have been issued a Letter of Recommendation (LoR) by the ULB or Town Vending Committee (TVC).
- Street vendors from surrounding rural or peri-urban areas vending within the ULB limits and issued with a Letter of Recommendation (LoR) by the ULB or TVC.
Documents Needed for the PM Svanidhi Application Form
- Certificate of Vending or ID card issued by ULBs or Letter of Recommendation from ULB or TVC.
- Any one of the following documents:
- Aadhaar card.
- Voter Identity card.
- Driving license.
- MGNREGA card.

Steps to Apply for the PM SVANidhi Loan Scheme
Before starting the online application process, follow these 3 important steps:
1. Understand What You Need for the Loan Application
Make sure you know all the necessary information and documents required to fill out the Loan Application Form (LAF) for the scheme. Have everything ready before you begin the application process.
2. Ensure Your Mobile Number is Linked to Your Aadhaar
Please ensure that your mobile number is linked to your Aadhaar. This is needed for e-KYC and Aadhaar validation during the online application. It will also help you get a Letter of Recommendation from ULB if necessary. Additionally, this will allow you to access future benefits under government welfare schemes.

3. Check Your Eligibility as per Scheme Rules
You will fall into one of the following four categories of street vendors. Be sure to check your status and have the required documents/information ready.

1. Verify your name in the survey list on the portal and note your Survey Reference Number (SRN).
2. Keep a copy of your Certificate of Vending (CoV) or ID card ready for uploading during the application process.
3. The system will generate a Provisional CoV for you while making your online application.
4. Keep a copy of your Letter of Recommendation (LoR) ready for uploading.
5. Vendors must declare one of the following:
i. Vendor received One-Time assistance during the Covid lockdown.
ii. Vendor is a member of a vending or hawker association, e.g., SEWA.
