Overview of Mission Karmayogi

The Union Cabinet, under the leadership of Prime Minister Shri Narendra Modi, has approved the launch of the National Programme for Civil Services Capacity Building (NPCSCB). This program includes a strong institutional framework featuring:

  • Prime Minister’s Public Human Resources (HR) Council,
  • Capacity Building Commission,
  • Special Purpose Vehicle for managing and operating digital assets along with a technological platform for online training,
  • Coordination Unit led by the Cabinet Secretary.

Key Features of NPCSCB

The NPCSCB is thoughtfully designed to create solid foundations for improving the capacity of civil servants. It ensures they remain connected to Indian culture while learning from top global institutions and best practices. The program will be delivered via the Integrated Government Online Training – iGOTKarmayogi Platform. The main guiding principles of the program include:

  1. Shifting from ‘Rules-based’ to ‘Roles-based’ HR Management that matches work allocation with civil servants’ abilities.
  2. Focusing on ‘on-site learning’ in addition to ‘off-site’ learning options.
  3. Building a shared training infrastructure that comprises learning materials, institutions, and staff.
  4. Aligning all Civil Service jobs under a Framework of Roles, Activities, and Competencies (FRACs) to customize relevant learning content for every Government department.
  5. Offering civil servants opportunities to continuously improve their Behavioral, Functional, and Domain Competencies through self-set and required learning paths.
  6. Motivating Central Ministries and Departments to invest in creating and sharing a collaborative learning space through yearly financial contributions for every employee.
  7. Collaborating with top creators of learning content, including public training institutions, universities, startups, and individual experts.
  8. Using data analytics from iGOT-Karmayogi to enhance capacity building, develop content, receive user feedback, and map competencies while pinpointing areas for policy reforms.

Role of the Capacity Building Commission

  • Helping the PM Public Human Resources Council in approving Annual Capacity Building Plans.
  • Exercising functional supervision over Central Training Institutions that focus on civil services capacity building.
  • Creating shared learning resources that include faculty development and resource centres.
  • Coordinating and supervising the execution of Capacity Building Plans with concerned Departments.
  • Recommending standard training, teaching methods, and methodologies.
  • Setting standards for common mid-career training programs across all civil services.
  • Advising necessary policy changes in HR Management and Capacity Building to the Government.
