Animal Birth Control Rules 2023
The Ministry of Fishers, Animal Husbandry, and dairying has recently amended the Animal Birth Control (ABC) Rules 2023 the owner of the animal shall be responsible for deworming, immunization, and sterilization. The ABC rules, 2023 have been notified in compliance with the Supreme Court’s decisions. With the creation of state and central monitoring committees, good practices listed in the rules and effective creation of budget and manpower, an animal welfare activist and a trustee of People for Animals Public Policy Foundation.
The rules have put the responsibility of deworming, vaccination and sterilization of street dogs on the local authority. Animal Birth Control Rules, 2023, is very much necessary for better co-existence of animals and humans, according to Dr Bhartendu Vimal, a touring veterinary officer.
Animal Birth Control Rules 2023
- Pet animals – dogs owned and kept indoors by individuals
- Street dogs or community-owned Indian dogs or abandoned pedigreed dogs which are homeless, living on the street, or within a gated campus
- It has laid down the provision for the Responsibility for Vaccination and Sterilisation as follows.
- In the case of pet animals, the owner of the animal shall be responsible for deworming, immunization, and sterilization.
- In the case of street animals, the local authority shall be responsible for deworming. immunization, and sterilization and may engage an Animal Welfare Organisation duly recognized by the Board to carry out the animal birth control program in accordance with these rules
- It states that the local authority may conduct the Animal Birth Control program through their own veterinary officers, or if required, the local authority may engage the services of an Animal Welfare Organisation which is duly recognized by the Board for Animal Birth Control and which has the requisite training, expertise, and human resources, for conducting the Animal Birth Control program as per the extant policy of the Board
