The state government is working hard to create new guidelines and make important changes to the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971. This initiative is being supported by the National Academy of Legal Studies and Research (NALSAR) to help in the regularisation of sada bainamas.

Important Update on Sada Bainama Regularisation

This information was shared by Deputy Chief Minister (Revenue) M Mahmood Ali during the Question Hour in the state Assembly on Monday. Congress members, including T Jeevan Reddy, DK Aruna, and T Ram Mohan Reddy, raised concerns that farmers are facing difficulties because their sada bainamas (plain paper sale deeds) are not being regularised. These farmers have to go through a lot of trouble just to get their deeds regularised.

Sada Bainama Regularisation Rules

In response, Mahmood Ali informed that over 11,17,426 applications have been received from various locations across the state, including Hyderabad and Rangareddy, for the regularisation of sada bainamas. The government has initiated this process to help reduce legal disputes, as many poor farmers are stuck in legal troubles due to their sale deeds being on plain paper.

In several cases, the individuals who sold lands based on agreements written on plain paper have passed away, leading to their heirs now claiming those lands. Additionally, banks and government agencies do not provide loans against sada bainamas, which causes significant hardship for these individuals. Regularisation will be applicable only to agricultural lands situated in rural areas.

Another Deputy Chief Minister, Kadiyam Srihari, intervened and mentioned that the regularisation process is progressing smoothly, with nearly 50 percent of the cases already settled. Mahmood also announced that a special drive to address the remaining registrations would be conducted starting in April for a duration of three months.

Archaka Salaries

Endowments Minister A Indrakaran Reddy stated that the state government has not committed to paying salaries to temple archakas through the treasury, as this approach has some challenges. However, the government is exploring alternative arrangements to ensure that archakas receive regular salaries.
