Maharashtra Unlock 4.0 Guidelines - Summary

Maharashtra Government has introduced the ‘Unlock 4’ guidelines to ease restrictions greatly. These new Maharashtra Unlock 4.0 Guidelines include the lifting of restrictions on the movement of people and goods between districts and an increase in office attendance. As of September 2, hotels and lodges can operate at full capacity, but schools, colleges, cinema halls, and swimming pools will remain closed until September 30.

Allowed Activities

  1. All non-essential shops may continue to operate under the relaxations and guidelines issued from time to time. Liquor shops will remain open.
  2. Hotels and lodges are permitted to operate at 100% capacity, with a separate Standard Operating Procedure (SOP) to ensure safety precautions.
  3. All State Government offices (except for Emergency, health & Medical, treasuries, disaster management, police, NIC, Food & Civil Supply, FCI, N.Y.K., Municipal Services) will operate under the following conditions:
    1. Group A and Group B Officers must work at full strength across Maharashtra.
    2. For staff other than Group A and Group B officers:
      In the Municipal corporations of the MMR Region, including MCGM, it is mandatory to attend with at least 30% strength or a minimum of 30 employees, whichever is more. In the rest of Maharashtra, the requirement is 50% strength or a minimum of 50 employees.
  4. A Vigilance Officer will be appointed in every office to ensure norms such as social distancing and face coverings are followed to prevent the spread of Covid-19.
  5. Private offices may operate at 30% strength as needed. Employers must conduct sensitization programs to educate employees on taking precautions at home, especially to protect vulnerable groups like the elderly. A Vigilance Officer will also be present in private offices for safety compliance. It’s advised to stagger office timings, and only work-related travel will be permitted.
  6. There are no restrictions on Inter-District movement of persons and goods, including for cross-land border trade as per treaties with neighboring countries. No special permission, approval, or e-permit is needed for vehicles and individuals traveling.
  7. Passenger movement on private buses, mini-buses, and other operators will be allowed. An SOP will be issued by the Transport Commissioner of Maharashtra for this purpose.

Activities Not Allowed

  • Schools, colleges, and coaching institutions will remain closed until September 30, 2020. However, online and distance learning is permitted and encouraged.
  • Cinema halls, swimming pools, entertainment parks, theatres (including those in malls and market complexes), bars, auditoriums, assembly halls, and similar venues will remain closed.
  • International air travel for passengers is restricted, except as allowed by the Ministry of Home Affairs (MHA).
  • Metro Rail services will not operate.
  • Social, political, sports, entertainment, academic, cultural, religious functions, and large gatherings are not permitted.
