The Scheme’s goal is to increase youth cultural awareness to promote cultural awareness, mutual understanding, and respect, as well as a love for India’s rich legacy, to develop acceptable leadership skills among them.
The program will focus on youngsters from underprivileged backgrounds who live in underdeveloped areas. To the degree practicable, vernacular languages shall be used for propagation to carry out these operations.
Expert Appraisal Committees
The Government shall form Expert Appraisal Committees (EAC) with the Joint Secretary of the Ministry of Culture as Chairman (for specified terms of reference).
The Committees will each comprise five members with expertise/experience working with children from various disciplines of culture. The Committee’s Member-Secretary will be the Director of the Ministry of Culture.
Each Committee will meet at least once every quarter to recognize all applications, proposals, and requests submitted to it under the terms of reference, such as requests to be added to the list of authorized implementing agencies and/or eligible institutions, as well as demands for financial assistance for specific time periods/ activities.
Leadership Development
The ‘approved implementing agencies’ and ‘eligible institutions’ will work together to create cultural leadership among adolescents over time. It is acknowledged that in the beginning, this activity would need to focus on raising awareness, which would then be broadened and deepened through time, and would serve as a foundation for developing leadership skills in the youth as cultural awareness propagators. To the extent practicable, any overlap with support for pursuing performing arts shall be avoided while building such leadership qualities.
