Aatmanirbhar Bharat Package / Initiatives for MSME’s - Summary

PM Modi has announced the Atmanirbhar Bharat Package (आत्मनिर्भर भारत पैकेज) – a massive Rs 20 lakh crore plan to boost the Indian economy. 1. Rs 3 Lakh Crore for MSME Sector – The central government will provide collateral-free loans to support MSMEs. These loans will come with a tenure of four years and a 12-month moratorium. Approximately 12 crore workers will benefit from this initiative.

2. Subordinate Debt-Based Scheme – Rs 20,000 crore allocated for stressed and NPA MSMEs. Around 2 lakh MSMEs, facing stress or non-performing assets, stand to gain.

3. Fund of Funds – An amount of Rs 50,000 crore will be injected into viable businesses showing potential.

4. Change in the Definition of MSMEs – The investment limit for MSMEs has been revised upwards, and additional criteria such as turnover will now be considered. Moreover, the distinction between manufacturing and service MSMEs will be eliminated.

5. Global Tender Disallowed Up to Rs. 200 Crore – Government procurement tenders up to Rs 200 crore will no longer be open to global tenders, protecting local businesses.

6. Other Interventions for MSMEs – E-market linkages will be created due to the absence of trade fairs, promoting e-commerce. The Central Public Sector Enterprises (CPSEs) and the Government of India are expected to clear their receivables within 45 days.

According to the government, this financial package will help revive all sectors of the economy—spanning demand, supply chains, and manufacturing.
