Finance Ministry has released the details of Part 4 of announcements under the Aatma Nirbhar Bharat Abhiyan Package (Rs 1.63 Lakh Crores) on 16th May 2020. The following measures have been taken under the Aatma Nirbhar Bharat Abhiyan Package Part 4.

1. Fast track Investment Clearance through the Empowered Group of Secretaries (EGoS).
2. Incentive schemes for Promotion of New Champion Sectors will be launched in sectors such as Solar PV manufacturing; Advanced cell battery storage, etc.
3. Upgradation of Industrial Infrastructure
4. Policy Reforms – Introduction of Commercial Mining in Coal Sector
5. Policy Reforms – Diversified Opportunities in Coal Sector – Investment of Rs 50,000 crores.
6. Concessions in commercial terms given to CIL’s consumers (relief worth Rs 5000 cr offered)
7. Enhancing Private Investments in the Mineral Sector
8. Policy Reforms – Mineral Sector
9. Enhancing Self Reliance in Defence Production
10. Make in India, FDI to increase from 49% to 74% in defense production
11. Reduction in Flying cost Rs. 1000 crores -Efficient Airspace Management for Civil Aviation
12. More World-class Airports through PPP.
13. There will be a better use of air space, investment of 13 thousand crores will come through 12 airports.
14. Tariff Policy Reform
15. Privatization of Distribution in UTs
16. 8100 crores for the private sector in social infrastructure
17. Boosting private participation in Space activities
18. Atomic Energy-related Reforms

वित्त मंत्रालय ने 16 मई 2020 को आत्मनिर्भर भारत अभियान पैकेज के तहत घोषणाओं के भाग 4 का विवरण जारी किया है। निम्नलिखित उपायों को आत्मनिर्भर भारत अभियान पैकेज भाग 4 के तहत लिया गया है।

• सचिवों के अधिकार प्राप्त समूह (EGoS) के माध्यम से फास्ट ट्रैक निवेश की मंजूरी।
• नए चैंपियन क्षेत्रों की तरक़्क़ी के लिए प्रोत्साहन योजनाएँ सोलर PV निर्माण जैसे क्षेत्रों में शुरू की जाएंगी।
• औद्योगिक अवसंरचना का उन्नयन।
• नीतिगत सुधार – कोयला क्षेत्र में वाणिज्यिक खनन का परिचय।
• नीतिगत सुधार – कोयला क्षेत्र में विविध अवसर – 50,000 करोड़ रुपये का निवेश।
• CIL’s के उपभोक्ताओं को दी गई वाणिज्यिक शर्तों में रियायतें (5000 करोड़ रुपये की राहत)
• मिनरल सेक्टर में निजी निवेश बढ़ाया जाएगा
• खनिज क्षेत्र में नीतिगत सुधार
• रक्षा उत्पादन में सेल्फ रिलायंस को बढ़ाना
• डिफेंस प्रोडक्शन में मेक इन इंडिया, एफडीआई 49% से बढ़ाकर 74% होगा
• नागरिक उड्डयन के लिए कुशल एयरस्पेस प्रबंधन -उड़ान लागत में 1000 करोड़ रुपये की कमी की गई
• PPP के माध्यम से अधिक विश्व स्तरीय हवाई अड्डे।
• एयर स्पेस का बेहतर इस्तेमाल हो सकेगा, 12 एयरपाेर्ट्स के जरिए 13 हजार करोड़ का निवेश आएगा
• शुल्क नीति सुधार
• संघ राज्य क्षेत्रों में वितरण का निजीकरणसोशल इन्फ्रास्ट्रक्चर में निजी सेक्टर के लिए 8100 करोड़ रुपए
• अंतरिक्ष गतिविधियों में निजी भागीदारी को बढ़ावा देना
• परमाणु ऊर्जा से संबंधित सुधार

आत्मानिर्भर भारत अभियान भाग 4 के अनुसार निम्नलिखित को दिए जाने वाले लाभ

औद्योगिक अवसंरचना, कोयला क्षेत्र, खनिज क्षेत्र, रक्षा उत्पादन, विश्व स्तरीय हवाई अड्डे, शुल्क नीति, संघ शासित प्रदेशों में वितरण, अंतरिक्ष गतिविधियां और परमाणु ऊर्जा।
