Lockdown 5.0 (Unlock 1) Guidelines - Summary

MHA has released the new lockdown 5.0 guidelines or unlock 1 guidelines to ensure a gradual reopening of activities outside containment zones as we move forward in this month.

These national guidelines for Lockdown 5.0 aim to manage #COVID19 effectively. Key measures include the mandatory use of face masks and adherence to social distancing rules, essential for everyone’s safety.

Key Features of the New Guidelines

Strict lockdown measures will continue in containment zones, which will be identified by the State/UT Governments based on guidance from the Health Ministry. In these zones, there will be strict perimeter control, and only essential activities are allowed.

As we transition, activities that were previously banned will gradually resume in areas outside containment zones with specific Standard Operating Procedures (SOPs) provided by the Health Ministry:

Phase I (Permitted to Open from June 8, 2020)

  • Religious places and places of worship for public;
  • Hotels, restaurants, and other hospitality services;
  • Shopping malls.

The Health Ministry will issue SOPs for these activities, collaborating with relevant Central Ministries/Departments to ensure social distancing and curb the spread of COVID-19.

Phase II

Schools, colleges, and educational institutions will reopen following discussions with States and UTs. State Governments and UT administrations should consult with parents and other stakeholders at the institution level. Based on their feedback, decisions regarding reopening will be made in July 2020. The MoHFW will prepare SOPs for these institutions.

Some Activities Will Remain Prohibited Nationwide

  • International air travel of passengers;
  • Metro Rail operations;
  • Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, and similar venues;
  • Social, political, sports, entertainment, academic, cultural, religious functions, and other large gatherings.
  • Decisions about reopening these activities will be taken in Phase III based on a situation assessment.

Unrestricted Movement of People and Goods

  • There are no restrictions on inter-State and intra-State movement of persons and goods; separate permissions or e-permits are not required.
  • However, States/UTs may regulate movement based on public health considerations, providing adequate notice and procedures for any restrictions.

The strong night curfew will continue for all non-essential activities, revised from 9 pm to 5 am.

National Directives for COVID-19 Management will still be enforced across the country to ensure social distancing.

States to Control Activities Outside Containment Zones

States and UTs can choose to prohibit specific activities outside containment zones or impose restrictions as needed based on local assessments.

Protection for Vulnerable Individuals

Vulnerable individuals, including those over 65 years old, those with pre-existing health issues, pregnant women, and children under 10, are advised to remain at home except for essential needs and health purposes.

Use of Aarogya Setu

The Aarogya Setu mobile application, developed by the Government of India, is a crucial tool for quickly identifying individuals infected with or at risk of COVID-19, helping protect both individuals and the community. Authorities are encouraged to promote the use of this application for safety.
