Prime Minister’s Research Fellows (PMRF) – Revised Guidelines - Summary

The Prime Minister’s Research Fellows (PMRF) Scheme has been designed to improve the quality of research in higher educational institutions across India. By offering attractive fellowships, this scheme aims to attract top talent into research and support the vision of development through innovation. This important initiative was first announced during the Budget presentation of 2018-19.

PMRF Granting Institutions and Seat Allocation

The following institutes are eligible to offer PMRF fellowships:

  • All IITs
  • All IISERs
  • IISc, and
  • Central Universities/NITs that offer science and/or technology degrees and rank in the top 25 of the NIRF overall rankings from the previous year. We refer to these as “PMRF Granting Institutions.” Each PMRF Granting Institute gets a specific number of PMRF seats each year based on the following criteria:
    • A PMRF Granting Institute ranked in the top 10 NIRF rankings (overall) receives 3.5% of the current PhD student strength as PMRF seats on the 1st of May that year.
    • A PMRF Granting Institute ranked between 11-25 in the NIRF rankings (overall) is allocated 2.5% of the current PhD student strength as PMRF seats on the 1st of May that year.
    • Other PMRF Granting Institutes are allocated 1.5% of the current PhD student strength on the 1st of May that year as PMRF seats. If the total demand for PMRF seats in a particular year exceeds 1000, these percentages will be adjusted to ensure that the total does not exceed 1000.
