The Odisha Chief Minister’s Relief Fund (CMRF) was created to help poor and needy people in the state for various purposes like treating major illnesses such as cardiac diseases, kidney transplants, and cancer. It also assists with rehabilitation for individuals and families affected by tragic situations.
CMRF offers immediate help to families of those who have sadly died due to natural disasters like floods, droughts, cyclones, earthquakes, or caused by accidents. Financial support is also provided to the victims or next of kin of deceased individuals from major road accidents or riots.
The Odisha Chief Minister’s Relief Fund extends its assistance beyond the state to individuals affected by devastating natural calamities in other states or even countries.
This program is funded through the State Budget and donations from individuals and organizations. However, donations are not accepted if they come with a condition for a specific use of the funds.
The resources of CMRF are securely deposited in nationalized commercial banks. Assistance from CMRF is granted only after approval from the Hon’ble Chief Minister. A Trust Board, led by the Chief Secretary of Odisha, has been established to oversee and monitor CMRF operations, which also includes various government secretaries as trustees.
To ensure more deserving individuals receive help, district collectors have been given the authority to approve funds from CMRF for urgent medical treatments and rehabilitation up to a certain limit.
Herischandra Sahayata Yojana (HSY) is an important part of Odisha Chief Minister’s Relief Fund. This scheme provides financial assistance of Rs. 2,000 in rural areas and Rs. 3,000 in urban areas to poor families of the deceased to perform last rites. An online application system has also been created for better operation of this scheme.
To support families in distress, specially designed vehicles (hearse) for carrying bodies have been made available from CMRF resources to district hospitals and medical colleges as part of an initiative called “Mahaprayan”.
