Assam Govt Issues Guidelines for Unlock 1. The state government has given the green light for various activities, ensuring strict compliance with social distancing, hygiene, and other protocols set forth by the Ministry of Health and Family Welfare to control the COVID-19 pandemic.

1. Relaxations:

The following activities are now allowed:

  • Religious places/places of worship will open to the public from 8th June 2020, with a maximum gathering of 20 (twenty) persons per hour. If any religious site is small, the management committee must reduce the number of attendees as needed. (All institutions will provide disposable paper tokens to regulate visitor numbers hourly and ensure safe disposal before entering the premises.)
  • Hotels, restaurants, and hospitality services will resume from 8th June 2020, maintaining social distancing with a maximum of 50% of total capacity at one time.
  • Shopping malls will also open from 8th June 2020 under social distancing guidelines.
  • Open spaces and public parks will be available for Yoga, morning walks, and jogging from 1st June 2020, but without sitting arrangements. Those responsible for these areas must ensure social distancing and hygiene are maintained.
  • Film and video shoots for both government and private purposes can take place in open spaces and studios while observing social distancing from 1st June 2020.
  • Barber shops and parlors can operate for hair trimming only from 1st June 2020, provided they maintain social distancing and strictly use masks and gloves with frequent sanitization.

These guidelines will be enforced by District Magistrates, who can impose fines and take legal action under Sections 51 to 60 of the Disaster Management Act 2005, as well as Section 188 of the IPC and other relevant laws.

2. Night Curfew

Movement of individuals is strictly forbidden from 9.00 pm to 5.00 am across the State, except for essential activities. Local authorities will issue orders in their jurisdiction under appropriate laws, like Section 144 of CrPC, to ensure strict adherence.

3. Protection of Vulnerable Persons:

Individuals over 65 years, persons with co-morbidities, pregnant women, and children below 10 years are advised to stay indoors, except for essential activities and health-related purposes.

4. Pillion Riding:

Pillion riding on two-wheelers is not permitted, except for ladies and children under twelve years old.

The Ministry of Health & Family Welfare (MoHFW) will soon provide Standard Operating Procedures (SOPs) for the activities mentioned above.

Note that cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, and similar venues will remain closed. Additionally, social, political, sports, entertainment, academic, cultural, and religious gatherings of a large scale will not be allowed. Schools, colleges, universities, coaching centres, and other similar institutions will also remain closed until further notice.

No activities will be permitted in the Containment Zones.

All other restrictions from the order dated 18th May 2020 will continue to be in effect.
