- Special Festival Enhanced Payment: For October 2026, the Assam Cabinet chaired by Chief Minister Dr. Himanta Biswa Sarma has approved a special enhanced payout of ₹1,500 per beneficiary (including an additional ₹250 festival installment) credited on the 10th of October.
- Transition to Orunodoi 3.0: All beneficiaries from previous phases (1.0 and 2.0) are being migrated to Orunodoi 3.0 with mandatory Aadhaar seeding and NFSA (Ration Card) integration to ensure 100% transparency.
- Mandatory Ration Card Linkage: Having a valid National Food Security Act (NFSA) ration card is now a mandatory prerequisite for availing benefits under Orunodoi 3.0.

Orunodoi 3.0 Eligibility Criteria
To qualify for financial aid under the Orunodoi 3.0 scheme, applicants must satisfy the following criteria:
- Permanent Residency: The applicant must be a permanent resident of Assam and currently residing in the state.
- Ration Card (NFSA) Holder: The beneficiary’s household must possess a valid Ration Card issued under the National Food Security Act (NFSA).
- Annual Family Income: The total composite annual household income must not exceed ₹2 Lakh from all sources.
- Nominated Beneficiary: An adult female member of the family must be nominated as the primary beneficiary. In families with a Person with Disability (Divyangjan), the disabled member can be nominated regardless of gender.
- Priority Groups: Highest priority is accorded to widows, unmarried women above 35 years, divorced/separated women, specially-abled individuals (Divyangjan), and destitute families.
Who is NOT Eligible? (Exclusion Criteria)
- Households with any current or retired government/semi-government employee or pensioner.
- Families owning a mechanized four-wheeler vehicle (car, tractor, commercial vehicle).
- Households with professionals such as doctors, engineers, chartered accountants, architects, or registered contractors.
- Income tax-paying households.
- Families possessing large agricultural holdings or multi-story pucca residential properties.

The Orunodoi 3.0 application form requires the following essential details:
- Applicant Details: Full name of the female head, father’s/husband’s name, date of birth, gender, marital status, and caste/category.
- Address & Location: Complete permanent and present address, Gaon Panchayat (GP) / VCDC / Urban Local Body (ULB) name, Village/Ward, and District.
- NFSA / Ration Card Details: 12-digit Ration Card number and family member mapping.
- Aadhaar & Contact: Beneficiary’s Aadhaar card number (must be linked to mobile number) and active mobile number.
- Bank Account Details: Bank name, branch name, account number, and IFSC code (must be Aadhaar-seeded for DBT payments).
- Family Composition: Names, age, relationship, and occupation of all household members.
- Self-Declaration & Undertaking: Signed declaration confirming that family income is below ₹2 Lakh and no exclusion conditions are met.
