In a recent video conference, Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’ concluded the ‘Conclave on Transformational Reforms in Higher Education under the National Education Policy’. He was joined by MoS Education, Shri Sanjay Dhotre, and other important officials from the Department of Higher Education, including Secretary Shri Amit Khare and UGC Chairman Shri D.P. Singh.

Introduction of UGC Guidelines

During the conclave, the HRD Minister launched the UGC Guidelines specifically designed for Higher Education Institutions to incorporate Apprenticeship/Internship into their Degree Programmes. This initiative is crucial for enhancing the employability of students and aligning higher education with industry needs.

In his address, Shri Pokhriyal emphasized the vision of Prime Minister, urging all higher educational institutions to conduct webinars focused on the National Education Policy (NEP) in their campuses. He appreciated the valuable insights shared during the conclave and suggested documenting these as a compendium. The Minister highlighted that employment generation, along with improving youth employability, is a significant priority for the Government as articulated in NEP 2020.

Key Features of the Guidelines

Shri Pokhriyal pointed out that by 2030, India will possess the largest working-age population globally. To leverage this demographic advantage, it is vital to elevate the quality of education and ensure it meets employment needs. The Minister asserted that this requires a fresh perspective on education that adapts to industry changes. This was also reflected in the Union Budget of 2020-21, which proposed the introduction of the Apprenticeship Embedded Degree Programme targeted at enhancing the employability of general stream students.

The launch of UGC Guidelines will assist Higher Education Institutions in transforming their general stream degree programmes and embedding employment-related support into the curriculum. This includes options for institutions to integrate Apprenticeship/Internship into all undergraduate degree programmes as per UGC specifications under section 22 (3) of the UGC Act, 1956.

The first session of the Conclave focused on “Holistic, Multidisciplinary and Futuristic Education” and was chaired by Prof. D.P. Singh. Esteemed speakers like Prof. M.K. Sridhar, Prof. Najma Akhtar, and Prof. E. Suresh Kumar discussed important topics like the NEP consultation process, the rapid growth of knowledge in the 21st century, and the integration of humanities and arts with STEM education, alongside promoting value-based education.

The subsequent session titled ‘Equitable use of Technology for better reach in Education’ featured prominent panellists including Prof. Bhaskar Ramamurthi, Prof. Nageshwar Rao, and Dr Mini Shaji Thomas. Moderated by Prof. Anil Sahashrabudhe, they deliberated on how India can act as a global leader in ICT, emphasizing the integration of technology in expanding the reach of higher education, while also focusing on emerging disruptive technologies.
