PMFBY Revised Operational Guidelines - Summary
The Objective of the PMFBY Scheme
The Pradhan Mantri Fasal Bima Yojana (PMFBY) aims to provide important support for sustainable farming in India. By offering financial help, PMFBY assists farmers facing crop loss or damage due to unexpected events. It stabilizes their income, encourages the use of modern farming techniques, and ensures a reliable flow of credit in the agriculture sector. This not only helps in achieving food security but also promotes crop diversity and boosts the overall growth and competitiveness of Indian agriculture, while safeguarding farmers from production risks.
Who is Covered Under PMFBY?
Every farmer is eligible for coverage under PMFBY, including sharecroppers and tenant farmers who cultivate the notified crops in specified areas. It is crucial that these farmers have an insurable interest in the crops they insure. Non-loanee farmers need to provide essential land record documents, such as the Records of Right (RoR) or Land Possession Certificate (LPC), along with any relevant contracts or agreements as required by the state government.
Compulsory Coverage Components
- All farmers who receive Seasonal Agricultural Operations (SAO) loans from Financial Institutions (FIs) for the notified crop(s) must be covered mandatorily. This rule is more important than any decisions made by Financial Institutions that might exempt farmers from compulsory coverage.
- Non-standard KCC or crop loans, as defined by the current guidelines of the respective banks or government regulators, will not automatically qualify for coverage. Nevertheless, bank branches can help these farmers enroll as non-loanee farmers.
- If a crop loan is sanctioned against alternative collateral such as fixed deposits, gold, or mortgage loans, it won’t qualify for coverage unless the farmer has an insurable interest in the land or the notified crops.
Crops Covered Under PMFBY
PMFBY covers a wide range of crops, including:
- Food crops (like cereals, millets, and pulses),
- Oilseeds,
- Annual commercial crops,
- Horticultural crops.
- Moreover, pilots for coverage can be requested for certain perennial horticultural crops if there are standard yield estimation methods available.
