The Non-Creamy Layer Certificate is issued by the Tahsildar of the concerned State Government, which means the process for obtaining it can vary from one state to another.
Typically, the validity of the OBC certificate for Non-Creamy Layer is one year. This means that the OBC certificate needs to be renewed every year. To renew the certificate, you must apply at the district office in your city or district. The applicant will need to purchase Rs. 20 Stamp Paper and prepare an affidavit from a Notary Public Advocate. It’s important to attach the required documents, and the parent or guardian of the applicant must sign all these documents before submitting them to the VAO. After this, the VAO, RI, and the Tahsildar must sign all the submitted documents.
Non-Creamy Layer Form – Eligibility Criteria
- Only individuals belonging to the non-creamy layer can apply for this certificate.
- Applicants are eligible if either both parents or one parent is working in Group C and D of the Central Government, or if their parents work in Group II, III, and IV of the Tamil Nadu State Government.
- Individuals whose parents work in Group B of the Central Government or Group I of the Tamil Nadu State Government can also apply if their parents do not have any income.
- If the husband is employed with the Central Government and his wife’s parents do not have any income, the wife is eligible for the OBC certificate.
- Certain castes included under BC and MBC but not recognized in the Central Government’s OBC category cannot apply for this certificate.
- Parents employed in Group A services like IPS, IAS, and IFS are not eligible to apply for the certificate.
- Applicants whose parents work in Group B and C of the Central Government or in Group 1 of the State Government are not eligible for this certificate.
- If the parent’s income exceeds 8 lakhs, the applicant cannot apply for this certificate.
- Individuals whose parents work in the private sector as business persons, lawyers, doctors, or engineers and have an income exceeding 8 lakh per year are not eligible to apply.
