The National Policy on Education (NPE) is a crucial policy designed by the Government of India to regulate and enhance education across the nation. This policy touches on various aspects of education, from elementary levels to higher education, in both rural and urban settings. The first NPE was established by Prime Minister Indira Gandhi in 1968, followed by the second in 1986 under Prime Minister Rajiv Gandhi, and the most recent one was introduced by Prime Minister Narendra Modi in 2020.

The Indian government has initiated several programmes to tackle the issue of illiteracy in rural and urban areas. Maulana Abul Kalam Azad, the first Minister of Education in India, believed in strong central government oversight over education, aiming for a uniform educational system throughout the country.

Key Educational Policies in India

In 1986, during Prime Minister Indira Gandhi’s tenure, the first National Policy on Education was announced, advocating for a “radical restructuring.” This policy aimed at offering equal educational opportunities to promote national integration and boost cultural and economic development.
Also in 1986, the government led by Rajiv Gandhi introduced a revised National Policy on Education, which emphasized removing disparities and ensuring equal educational opportunities, particularly for Indian women, Scheduled Tribes (ST), and Scheduled Castes (SC).
The National Policy on Education was modified in 1992 by the P. V. Narasimha Rao government, while in 2005, former Prime Minister Manmohan Singh adopted a new policy reflecting the “Common Minimum Programme” of his United Progressive Alliance (UPA) government.
In 2019, the Ministry of Human Resource Development released a Draft New Education Policy, which included extensive public consultations. This Draft NEP aimed to reduce curriculum content to improve essential learning skills, critical thinking, and a more holistic approach to learning through discussions and analysis. It proposed a shift from the traditional 10+2 system to a more child-centric 5+3+3+4 system design. On 29 July 2020, the cabinet approved a new National Education Policy intended to bring significant changes to the existing Indian education framework.
