Construction Ban Delhi 2022 Notification

Central government’s air quality panel directed authorities in the National Capital Region (NCR) to implement curbs such as a ban on construction and demolition activities as the air quality nears the ‘severe’ category in Delhi. According to the Commission for Air Quality Management (CAQM), the Stage 3 of GRAP was implemented due to unfavorable meteorological conditions with slower wind speeds and a sudden spike in farm fire incidents.

The new set of restrictions was imposed in Delhi under Graded Response Action Plan (GRAP) stage III. The GRAP Sub-Committee decided to implement GRAP Stage III in the entire NCR in a move to prevent further deterioration of air quality. It should also be noted that the new restrictions are in addition to the restrictive actions mentioned in GRAP Stage I and II.

Construction Ban Delhi 2022 Notification – Plan Details

1. Intensified frequency of mechanised/ vacuum-based sweeping of roads
2. Daily water sprinkling along with use of dust suppressants, before peak traffic hours, on roads and right of ways including hotspots, heavy traffic corridors and proper disposal of the collected dust in designated sites/ landfills.
3. Intensify public transport
   1. (i) Introduce different work and off peak timings for travel
4. Construction & Demolition activities:
   1. (i) Enforce strict ban on construction and demolition activities in the entire NCR, except for the following categories of projects:
   2. Railway services / Railway stations
   3. Intensified frequency of mechanized/ vacuum-based sweeping of road
   4. Daily water sprinkling along with the use of dust suppressants, before peak traffic hours, on roads and right of ways including hotspots, heavy traffic corridors, and proper disposal of the collected dust in designated sites/ landfills.
   5. Intensify public transport : (i) Introduce different work and off-peak timings for travel
   6. Construction & Demolition activities:
      1. Enforce a strict ban on construction and demolition activities in the entire NCR, except for the following categories of projects:
      2. Railway services / Railway stations
      3. Metro Rail Services including stations.
      4. Airports and Inter State Bus Terminals.
      5. National security/ defence related activities/ projects of national importance;
      6. Hospitals/ health care facilities.
      7. Linear public projects such as highways, roads, flyovers, over bridges, power transmission, pipelines etc.
      8. Sanitation projects like sewage treatment plants and water supply projects etc.;
      9. Ancillary activities specific to and supplementing above categories of projects.
