CMEGP Scheme - Summary

CMEGP (Chief Minister Employment Generation Programme) is a remarkable initiative launched by the Maharashtra government aimed at creating job opportunities by establishing Micro and Small Enterprises (with a project cost limited to Rs. 50 lacs) across both rural and urban areas of the state. This program is designed to empower individuals and provide them with the means to start their own businesses.

The implementation and monitoring of the CMEGP Scheme will be overseen by the Directorate of Industries (DOI), which operates under the administrative control of the Industries Department, Government of Maharashtra.

To ensure the effective rollout of this scheme, the CMEGP will be executed through District Industries Centers (DICs) and Maharashtra State Khadi and Village Industry Boards (KVIB), all functioning under the guidance of the Directorate of Industries and supported by various banks.

CMEGP Scheme Objective

The main objective of the CMEGP is to set up 1,00,000 Micro and Small Enterprises in the next five years, thereby opening up employment opportunities for 8-10 lakh youth in the state. For the financial year 2019-20, the goal is to establish 10,000 enterprises in Maharashtra.

To achieve these ambitious targets, the Directorate of Industries (DOI) will allocate specific district-wise targets to both the District Industries Centers (DICs) and the Maharashtra State Khadi and Village Industries Boards (KVIB). These allocations will depend on factors such as the backward nature of the district, current unemployment rates, resource availability, emerging technologies, and the population of each district.

CMEGP Scheme – Eligibility Criteria

  • Any individual aged between 18 to 45 years can apply. For those in special categories (including SC/ST/Women/Ex-servicemen/Differently abled), the eligible age is extended by 5 years.
  • The applicant must be a resident of Maharashtra. If born outside Maharashtra, they must provide a domicile certificate.
  • There is no income ceiling for individuals seeking financial assistance under this scheme.
  • Eligible business structures for establishing new units/ventures include Proprietorship, Partnership, and Self-Help Groups (SHGs) registered with the relevant authorities.
  • For projects costing between Rs. 10 lakh to Rs. 25 lakh, the minimum educational requirement is passing 7th standard; for projects above Rs. 25 lakh, applicants must have at least passed 10th standard.
  • Only one person from a family can receive assistance under this scheme. (Family is defined as the individual and their spouse).
  • Financial aid under the Scheme is available exclusively for new projects/ventures.
