West Bengal Budget 2021-22 in Bengali
In the absence of West Bengal finance minister Amit Mitra, who is under medical supervision, chief minister Mamata Banerjee read out the Budget statement for 2021-22 and present the vote-on-account on Friday.
West Bengal 2021 Key Highlights
- Budget proposal of 29,96,88 crore (Net) for 2021-22 financial year.
- 500 para-teachers will be recruited for 100 new Nepali, Hindi and Urdu schools.
- 1500 para-teachers will be recruited for 500 Santhali schools.
- 100 English medium schools will be constructed for the tribal people.
- Training centre for IAS and IPS aspirants announced. 100 students will be trained every year and the state government will take care of their fooding and lodging. The will be given a stipend as well.
- Duare Sarkar and Parai Samadhan will be conducted twice a year.
- Swasthya Sathi card can be renewed every three years and anyone can become a part of it at any time.
- All kinds of road tax lifted from January 21 to June 21.
- Government will create a common kitchen where people can have their food at a very low cost.
- Free ration system will continue till June 21.
- The para-teachers will enjoy a hike of 3% every year.
- Students will receive tabs under the ‘Taruner Sopno’ scheme.
- Rs 50 crore will be allotted in the next financial year for the Madrasas.
- Netaji battalion will be introduced in Kolkata Police.
- Construction of new roadways will take place in Cooch Behar.
- Construction of new flyovers will take place in the following areas:
- Paikpara to Sealdah
- EM Bypass to New Town
- Ruby Hospital area to Kalikapur
- Jadavpur to Prince Anwar Shah Road
- The ‘Duare Sarkar’ initiative started by the government will now take place twice a year.
- All road taxes have been exempted due to the ongoing COVID-19 crisis.
- Tourism industries will receive loans between Rs 50 thousand to Rs 1 lakh.
- West Bengal Highways and Bridge Corporation.
- IT sectors will receive plots in Rajarhat.
- In the next two years, Andal airport will be projected as the second international airport of the state.
- There will be a Netaji Battallion in Kolkata police.
- Jay Hind Bhawan will be constructed in every district of the state.
- 1.5 lakh refugees will be given land documents in steps. Rs 100 crore has been allotted for this purpose.
- 45 lakh Construction and transport workers will be given 1,000 rupees under social security scheme.
- Loan provision of Rs. 25,000 crore announced for 10 lakh new self-help groups
- These self-help groups will be named as Matribandana. They will be given loan from cooperative banks in the next five years.
- Krishak Bandhu increased from 5,000 to 6,000. Minimum assistance increased from 2.000 to 3, 000 rupees.
- 20 lakh houses to be constructed for SC/ST. Rs, 1,500 crore allotted for this purpose.
- 100 new schools for Nepali, Urdu, Kamtapuri and Kurmali languages
- Rs. 50 Crore allotted for New Schools for Alchiki langauge. 1500 para teachers will be recruited for this purpose.
- Rs. 50 crore for 100 New English Medium schools for ST/SC and EWS Peoples.
- State GDP increased by 2.7 times
- State Planned expenditure increased 7.2 Times.
Policy Highlights
- Pension scheme for SCs and STs: Persons belonging to the Scheduled Castes (SCs) and Scheduled Tribes (STs), who are more than 60 years of age and not covered under any pension scheme, will be provided a monthly pension of one thousand rupees. The new pension scheme is expected to benefit 25 lakh persons. An amount of Rs 3,000 crore has been allocated for the proposed scheme for 2020-21.
- Karma Sathi Prakalpa: A new scheme, Karma Sathi Prakalpa, has been proposed to provide assistance to unemployed youth to help them become self-reliant. Under the scheme, one lakh unemployed youth, for the next three years, will be provided soft loan and subsidy of up to two lakh rupees for taking up any new income generating project. Rs 500 crore has been allocated for the scheme for 2020-21.
- Free electricity to poor: A new scheme has been proposed to provide free electricity to poor domestic consumers. Under the scheme, no electricity charge will be levied on those poor domestic consumers whose quarterly consumption of electricity is up to 75 units (lifeline consumers). The scheme is expected to benefit 35 lakh poor families. Rs 200 crore has been allocated for the proposed scheme for 2020-21.
Budget Estimates for 2020-21
- Total expenditure in 2020-21 is targeted at Rs 2,55,677 crore. This is 3.1% higher than the revised estimate of 2019-20. This expenditure is proposed to be met through receipts (other than borrowings) of Rs 1,79,905 crore (69%) and borrowings of Rs 79,465 crore (31%). Total receipts (other than borrowings) in 2020-21 is expected to be 9.9% higher than the revised estimate of 2019-20. Borrowings, on the other hand, are estimated to decrease by 2.6% in 2020-21, as compared to the revised estimate of 2019-20.
