Thalliki Vandanam Eligibility List 2025 - Summary
Andhra Pradesh Govt has announced the “Thalliki Vandanam ” scheme, a key initiative, designed to empower mothers/guardians across the State, by extending financial assistance of Rs.15,000/- per annum per child to every eligible mother/guardian, regardless of the number of children for sending their children to Schools from Classes I to XII (including Intermediate Education) in all recognized Government, Private Aided and Private Unaided schools/ Jr. Colleges including Residential Schools/Jr.Colleges in the State from the Academic year 2025-26.
It a Direct Benefit Transfer (DBT) scheme, credits funds directly into the accounts of mothers or recognized guardians. This scheme focuses on making school education more accessible and inclusive, with a commitment to provide equal opportunities and improve learning outcomes. The Scheme empowers the mothers to actively involve in their children’s schooling from Class I through Class XII (including Intermediate), while recognising their pivotal role in shaping educational progress.

Eligibility Criteria
To be eligible for the scheme, the household must meet the following conditions:
- In rural regions, the monthly total family income should not beyond ₹10,000, whereas in urban areas, it should not above ₹12,000 per month.
- Every family should have at least one person with a valid rice card.
- Less than three acres of wet land, ten acres of dry land, or less than ten acres of total landholding should be owned by the family.
- Except for cars, tractors, and taxis, households with four-wheelers are not eligible.
- Less than 300 units of electricity should be used per month on average by the household during the previous 12 months.
- Eligibility is not available to households who own any municipal property that is 1000 square feet or more.
- This excludes household members who are employed by the Central or State Government, Public Sector Units (PSUs), or who get government pensions.
- Sanitation workers and low-wage government employees who make less than ₹10,000 (in rural areas) or ₹12,000 (in urban areas) per month are excluded, nevertheless.
- Families that have any members who pay income taxes will not be allowed to participate.
- A record of the recipient in the state household database is required. Field verification will be done to ascertain eligibility if the kid is mentioned but the benefactor is not.
- The children should be enrolled in Classes I to XII at government, private aided, private unaided schools, or junior colleges sanctioned by the Government of Andhra Pradesh. Students registered in ITI, Polytechnic, IIIT (RGUKT), or comparable fee-waived programs are not qualified.
- Children without parents and those living on the streets who are registered via voluntary organizations will be deemed qualified, pending verification.
- The mother’s bank account needs to be linked to Aadhaar and verified by the National Payments Corporation of India (NPCI) to facilitate Direct Benefit Transfer (DBT).
- To be eligible for support in the following year, the student needs to have at least 75% attendance in the present academic year.
- If the student stops attending school or has attendance below 75%, the benefit will cease. Financial assistance for enrollments in Class I and Class XI will be evaluated once the enrollment process for the academic year 2025–26 concludes.
Ineligibility under Thalliki Vandanam
Candidates will be Ineligible for the scheme; if they possess the below given criteria’s:
- In urban areas, if the monthly income is ₹12,000, whereas in rural areas, if the monthly household income exceeds ₹10,000.
- If there was no legitimate ration card in the family
- If they own more than ten acres of dry land, three acres of wet land, or more than ten acres of total land.
- Eligible homes do not include four-wheelers, except for vehicles, tractors, and taxis.
- The average monthly power use for the home during the past 12 months should not exceed 300 units.
- Any home that owns 1000 square feet or more of municipal property is not eligible.
- Household members working for the Central or State Government, Public Sector Units (PSUs), or receiving government pensions will not qualify for this scheme.
- Sanitation workers and low-wage government staff earning below ₹10,000 (in rural regions) or ₹12,000 (in urban regions) each month will similarly be ineligible.
- Families with any individuals who pay income taxes will be excluded from participation.
- If the child is registered in Classes I to XII at government, private aided, private unaided institutions, or junior colleges recognized by the Government of Andhra Pradesh. Learners enrolled in ITI, Polytechnic, IIIT (RGUKT), or similar fee-exempt courses will be ineligible.
- Children whose parents are present and not residing on the streets will not qualify.
- If the mother’s bank account is not connected to Aadhaar and confirmed by the National Payments Corporation of India (NPCI), it will not qualify
- For the student to qualify for assistance in the upcoming year, they must maintain a minimum of 75% attendance in the current academic year.
- If the student ceases to attend school or has attendance lower than 75%, the benefit will terminate. Financial aid for enrollments in Class I and Class XI will be assessed after the enrollment process for the academic year 2025–26 is completed.
