Right to Health Bill
Rajasthan’s Right To Health Bill, every resident of the state will have the right to emergency treatment and care ‘without prepayment’ at any ‘public health institution, healthcare establishment, and designated healthcare centers’. The Bill stated that free healthcare services, including consultation, drugs, diagnostics, emergency transport, procedure, and emergency care, will be provided at all public health institutions and select private facilities subject to conditions specified in the rules.
In a case of medico-legal nature, the Right to Health Bill said that no public or private hospital can delay treatment merely on the grounds of receiving police clearance. However, after the Bill was passed, hundreds of doctors took to the streets and said that there was no need for this legislation. Rajasthan Chief Secretary Usha Sharma and other senior officials of the state government held various meetings with a delegation of the agitating private hospitals.

स्वास्थ्य का अधिकार विधेयक राजस्थान के निवासियों को निजी प्रतिष्ठानों सहित अस्पतालों, क्लीनिकों और प्रयोगशालाओं में मुफ्त इलाज का अधिकार देने का प्रयास करता है। स्वास्थ्य का अधिकार विधेयक में कहा गया है कि राजस्थान के प्रत्येक व्यक्ति को बिना किसी पूर्व भुगतान के आपातकालीन चिकित्सा सेवा मिलेगी, जिसमें निजी प्रतिष्ठान भी शामिल हैं।
इस विधेयक में यह भी कहा गया है कि सभी सरकारी अस्पतालों में उपलब्ध स्वास्थ्य सेवाएं प्रत्येक व्यक्ति को नि:शुल्क उपलब्ध होंगी, जिसमें ओपीडी और आईपीडी सेवाएं, डॉक्टरों की सलाह, दवाइयां, जांच, आपात स्थिति में एंबुलेंस शामिल होंगी। साथ ही सड़क दुर्घटना में घायलों को निर्धारित नियमानुसार नि:शुल्क एंबुलेंस, उपचार एवं बीमा का अधिकार मिलेगा। इसके अलावा निजी और सरकारी अस्पतालों में आवश्यक शुल्क या शुल्क के पूर्व भुगतान के बिना किसी भी आकस्मिक मामले में आपातकालीन उपचार उपलब्ध होगा। इन आकस्मिक मामलों में राज्य स्वास्थ्य प्राधिकरण द्वारा तय किए गए आपातकाल के अलावा सांप का काटना, जानवर का काटना शामिल है।
An agreement with the government has been arrived at. The private sector has completely been freed from the RTH Bill. The government will implement it from its resources and institutions. We have converted our rally into a ‘Vijay Rally’ and will hold a general body meeting to call off the agitation formally,” the news agency PTI quoted the secretary of the Private Hospitals and Nursing Homes Society Dr Vijay Kapoor as saying.
