Online Gaming Bill 2025 - Summary

So, here comes “The Promotion & Regulation of Online Gaming Bill, 2025” approved by the Cabinet. The Online Gaming Act, 2025, promotes e-sports and social games, but bans “online money games,” covering both skill and chance-based games if played for stakes. Parliament justified the move by citing addiction, financial ruin, money laundering, and even terror financing, concluding that a complete ban was necessary in the interest of the public.
What is the Online Gaming Bill 2025?
The government has prepared this bill to control online platforms that attract people, especially youth, by promising easy money. Such platforms often push them towards addiction, debt, and mental stress. The World Health Organization (WHO) has already declared gaming disorder as a disease, and reports show that lakhs of young people are suffering from it.

Which platforms will it cover?
This law will apply to all online gaming platforms in India and abroad.
- E-sports will be recognized as a legal sport, helping in the growth of training academies, research centers, and tournaments.
- Online money-based games will be completely banned. Their promotion, advertisements, and financial transactions will be treated as illegal.
Role of the National Regulatory Authority
A central authority will decide the categories of games.
- All gaming companies must register with this authority.
- It will also handle complaints and provide solutions.
Punishments and Penalties
- Running money games: up to 3 years jail and a fine of ₹1 crore.
- Illegal advertisements: up to 2 years jail and a fine of ₹50 lakh.
- Repeated offences: up to 5 years jail and a fine of ₹2 crore.
- Action will also be taken directly against guilty company officials.
- The government will have the power to search, arrest, and seize digital assets.
Family Protection and Digital Future
The government says this law will protect young people from gaming addiction and guide India towards a safe digital future. After the final meeting with industry representatives, the rules will be officially applied.
