This structure includes three main levels: a Governing Council for overall policy guidance, a Steering Committee for strategic input, and a Mission Directorate, supported by an Executive Committee, that will execute the plans.

National Skill Development Mission – Objectives

1. Create an end-to-end implementation framework for skill development, providing lifelong learning opportunities. This includes incorporating skill training into school curricula and offering quality long and short-term training that leads to gainful employment and fulfilling career growth for trainees.
2. Align the demands of employers and industries with the aspirations of the workforce, ensuring sustainable livelihoods through outcome-focused training frameworks.
3. Establish and enforce cross-sectoral skill training standards that are both nationally and internationally recognized, ensuring a quality assurance framework that applies to all ministries, states, and private training providers.
4. Build skill development capacity in critical unorganized sectors, like construction, where training opportunities are limited, while providing pathways for re-skilling and up-skilling workers for formal employment.
5. Ensure the availability of high-quality, long-term skill training options that meet globally accepted qualification standards, contributing to a highly skilled workforce.
6. Develop a robust network of qualified instructors and trainers within the skill development ecosystem through the establishment of top-notch teacher training institutions.
7. Utilize existing public infrastructure and industry resources to expand skill training and capacity building efforts effectively.
8. Facilitate overseas employment opportunities through specialized programs that meet global job requirements and international standards.
9. Create pathways for smooth transitions between vocational training and formal education systems through a credit transfer system.
10. Encourage collaboration and coordination among all Central Ministries, Departments, States, and implementing agencies in their skill development initiatives.
