The Arthashastra is an ancient Indian Sanskrit treatise on statecraft, politics, economics, military strategy, the function of the state, and social organization attributed to the philosopher and Prime Minister Kautilya (Also known as Chanakya, Vishnugupta, l. c. 350-275 BCE). Kautilya, also identified as Vishnugupta and Chanakya, is traditionally credited as the author of the text. The latter was a scholar at Takshashila, the teacher and guardian of Emperor Chandragupta Maurya.

इस ग्रन्थ के आरम्भ से आचार्य विष्णुगुप्त कौटिल्य ने जिनका एक नाम चाणक्य भी था, लिखा है – “मनुष्य से परिपूर्ण धरती को प्राप्त करना और प्राप्त की हुई धरती की रक्षा से सम्बन्ध में प्राचीन आचार्यों ने जिन अर्थशास्त्रों की रचना की थी, प्रायः उन सबका संग्रह करके मैं इस शास्त्र की रचना कर रहा हूं। …यह विस्तृत ज्ञान देने वाला है और इसमें अर्थशास्त्र का ज्ञान इस प्रकार वर्णित है कि वह आसानी से समझ में आ जाता है।”

यह अर्थशास्त्र राजतंत्रात्मक राज्यों के विषय का अवलम्बन करके लिखा गया ग्रन्थ है। इसमें वर्णित राजतन्त्र अनियंत्रित राजा के आधिपत्य का समर्थक नहीं। इसके मतानुसार राजा का सर्वप्रथम और श्रेष्ठ कर्तव्य है प्रजा-जन का हित और उनके लिए सुख-सुविधा का विस्तार करना। साथ ही प्रजा के जीवन तथा उसकी सम्पत्ति की रक्षा के लिए समाज में वैध व्यवहार और कानून की श्रृंखला सुव्यवस्थित करने के लिए सदा सचेष्ट रहना राजा का महान दायित्व है। उसका द्वितीय श्रेष्ठ कर्तव्य है समीप तथा दूरवर्ती राजाओं के कार्यकलाप पर दृष्टि रखना और आवश्यक होने पर उनके साथ युद्ध अथवा समझौता करना।
