Annasaheb Patil Economic Backward Development Corporation has been established by the State Government on 27/11/1998 for the development of economically weaker sections in the State.
Objectives
- To empower the economically backward sections, especially the unemployed youth.
- To provide employment and self-employment opportunities by implementing the scheme.
- To bring about the social development of the economically backward sections.
The government is trying to provide an opportunity to the economically backward beneficiaries in the non-existent category (e.g. Maratha, Brahmin, Marwari, Sindhi) to set up industries and businesses through the loan scheme through Annasaheb Patil Economic Backward Development Corporation. But due to outdated and oppressive conditions in this scheme, it is possible that this proper scheme of the government will remain only on paper. As the financial year, 2013-14 is coming to an end, due to the negligible response of the beneficiaries for the Corporation’s Seed Capital Loan Scheme, it seems that the objective of the Corporation for district wise loans disbursement is far from being achieved. At present, the Seed Capital Loan Scheme provides financial assistance for businesses with an investment limit of up to Rs. 5 lakhs.
The nationalized bank’s share is 60 percent and the applicant has to pay five percent as his own contribution. About 35% of the project amount sanctioned by the nationalized banks is provided by the corporation as seed capital. Four percent interest is charged per annum on this 35 percent amount. The repayment period of the Seed Capital Loan Scheme is five years. The annual income of the applicant’s family should be within Rs. 55,000 for urban areas and Rs. 40,000 for rural areas.
The government has set district wise objectives and the target for Dhule district is 85. By the end of October 2013, the government had instructed the district and self-employment guidance centers to send at least three times the target loan cases to the banks for approval. Against this backdrop, the government’s scheme has come to a standstill due to the oppressive and outdated condition of the applicant’s family’s annual income, lack of guarantors, indifference among the youth towards the job creation through the industry, and lack of awareness.
The oppressive and outdated conditions in this scheme need to be relaxed. Apart from that, the corporation has demanded that the direct loan scheme up to Rs 50,000 and the educational loan scheme should be resumed. Patil has done.
