2. Families owning less than 10 acres of wet land or 25 acres of dry land, or a combination of wet and dry land totaling 25 acres.
3. No family member should be a Government employee or a pensioner (sanitary workers are exempt).
4. The family should not have a four-wheeler (Taxis, Autos, and Tractors are exempt).
5. Family members should not be paying income tax.
6. In municipal areas, families should own less than 1500 square feet of built-up area.
