UP Panchayat Nirvachan Book - Summary
Ahead of the UP Panchayat elections in April, the Yogi Adityanath government has introduced a new reservation formula. This formula means that the seats previously reserved for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) will not be reserved for the same categories this time. Instead, the reservation will be based on their population.

The term of the village panchayats ended on December 25, 2020. This year, a total of 57,207 heads will be elected.
“Out of total gram panchayat seats, 330 will be reserved for STs, 12,045 for SCs, and 15,712 for OBCs. This reservation is based on the percentage of their population,” stated Manoj Kumar Singh, additional chief secretary of panchayati raj.
The government has also identified two Zila panchayat seats that have never been reserved for SCs and OBCs, while seven seats have never been reserved for women.
Singh also mentioned that the district magistrate will publish the list of reserved seats for all posts around March 2 to 3. The final list, incorporating all objections, will be made public around March 10 to 12.
Preference will be given to seats that have never been reserved before. The reservation arrangements from 1995 to 2015 will be taken into account for the three-tier panchayat polls, as stated by Singh, as reported by PTI.
“All reserved seats for zila panchayat chairman, ward members, members of panchayat, gram pradhan, and their members have been determined. The reservation status of seats in 2015 will not be repeated,” Singh added.
The panchayat elections in Uttar Pradesh were held in 1995, 2000, 2005, 2010, and 2015. Recently, the Allahabad High Court instructed the state election commission to ensure that the elections take place by April 30, rejecting the poll panel’s claim to hold them by May.
Currently, Uttar Pradesh consists of 826 vikas khands (development blocks) and 58,194 gram sabhas. The state has 7,31,813 wards in the gram sabhas, 75,855 wards in kshetra panchayats, and 30,051 wards in 75 zila panchayats.
