Every year, the Government of India (GoI) collaborates with the Kingdom of Saudi Arabia (KSA) to sign the Haj Agreement, which determines the number of Haj seats reserved for India. From the overall quota set for the Government of India, 80% is allocated to the Haj Committee of India (HCoI), while the remaining 20% is designated for Non-Governmental Organizations (NGOs).

HAJ Eligibility Criteria

  • Persons must hold a valid, machine-readable Indian international passport as per HCoI guidelines.
  • Repeaters Ban: Anyone who has completed Haj through HCoI before—even for permitted categories like Mehrams or companions of 70+ pilgrims—will not be eligible, unless they provide proper declarations.
  • Any applicant found to provide false information will be disqualified from Haj, even at the departure point, with all fees forfeited. Such individuals may also face legal action for dishonesty. This includes concealing past Haj performances and those applying for Haj-e-Badal.
  • Individuals suffering from severe medical issues, like terminal cancers or advanced heart, lung, liver, or kidney diseases, as well as those with infectious tuberculosis and severe age-related conditions, are not eligible.
  • Women travelling without a Sharia Mehram are not permitted, except for those listed in the previous point. Additionally, pregnant women in advanced stages must adhere to international air travel standards.
  • Applicants with a court order against international travel will be disqualified.
  • For any Haj applicant below 18 years of age, consent from a parent or legal guardian is mandatory.
